I am leaning towards that bamboo being Moso at this point. Comparing my bamboo with Moso seedlings, I see the resemblance. They all have similar oral setae and the dark notch below it. I am not able to find close up photos of any Propinqua seedling or young leaves to compare, so can't rule it entirely.
Also another characteristic I find on this bamboo is that it does not have branches/leaves until the 5/6th visible node. Most of my bamboos grow leaves on every node above ground.
