Hello people,
Last June I planted this beautiful bamboo - Phyllostachys Nuda, one of the hardiest.
It was green and jolly until we had a couple of days when the temperature reached -9F (-23C).
After that leaves became white, dry, and curled up. Some stalks made it through but only the new young shoots.
What will happen to the tall ones? Will new leaves grow? Are the curled up leaves actually dead? You see, when it rains they actually uncurl and look almost alive.
I'm in Boston.

If the stalks are brown then they're dead and won't send out any new leaves.

No, all stalks are green, not brown.

My plants got hit by the same event. The curled up leaves are dead. My guess is that your P nuda stalks will refoliate unless in very exposed area. I forget whether that species refoliates before of after it sends up shoots in the spring.
My nudas looks OK, but it are fairly sheltered. While this species is pretty hardy, it is not as hardy as some of the growers claim it is. P bissetii is probably the hardiest runner for our area.
If the old shoots did not survive, the plant will likely put up some new, smaller shoots late this spring.
