These shoots seem quite fond of each other....

What happens in the future? Does one abort, or is this like a siamese twins type of growth.

I suspect that they are coming from consecutive buds, but 1 is at an angle and will cross the other as they elongate.

I have several shoots like that in my Ph. rubro and atro. They have stalled though and are not growing beyond an inch or two so far.

Brad- Its too dark now for pics, but I will try to get some pictures of mine which are doing the same. I think you are right in that one will go one direction and the other another direction, since they have come from two separate nodes on one rhizome. I think I have....two spots where that is happeing (?) Ill check, I know one for sure. I can even get a picture of an undergrownd rhizome from which something like that can develop. But...no pics yet. I have a pair that are over a foot tall now and they seem to be growing quite well. Hold tight for the frost!! - Eastlandia
