I moved my bamboo from the garden to another spot being careful to not break off any of the rhizomes. but as careful as I was I couldn't help but loosing some of the fibrous roots from the plant.
My question is will these produce small bamboo plants?

Not from the roots, no, as wolfedg says only from the rhizomes.

Roots will rot and do nothing, rhizomes will most likely survive even if you cut off most of the roots. Like previously mentioned, it will come alive as long as it has at least a few viable buds.
