This is not uncommon, the plant will invest most of its resources in the new growth. Some additional fertilization might help green up the older culm's leaves, but the culms themselves will stay yellow.

I recall David in TN saying his was prone to pale and he threw Ironite at it to remedy that. Mine in IN did not get unusually pale but mine here in a pot is quite pale and thus far not responding to Ironite nor fertilizer - yet anyway.

According to David Crompton, who introduced the plant into the UK, it does have a tendency to yellow if not given a rich soil or regular feeding.

Dependable is right. Compton is speaking of a mature plant, which I should have made clear.

out of all the bamboos I grow Parvifolia is the greediest bar none and if it's not well fed it goes yellow pretty quick. It probably gets double the feed of any equivalent plant - it really is a seriously hungry plant. A rich soil means nothing to this plant it'll deplete that in a few weeks when it gets going. It does seem to respond to a constant supply of nutrients and the results are pretty good in a cool climate.

Bamboo...Please note... This plant is seriously addictive and you may lose interest in other, less rewarding plants!

The carcasses of dead animals, no doubt. That looks like shreddings at the base of the plant. Not many have a ready supply of bamboo foliage to shred. Horse manure, homemade compost, chicken pellets, grass clippings used neat (away from newly emerging culms!) are all good, from what I have read.
