Your help is much appreciated. The shoots are a strange and dark purplish color.
There is no yellow in the grooves.
It is Arundinaria tecta...or is it?

Like Brad already mentioned, Phyllostachys aureosulcata 'Alata' is solid green and does not have the yellow groove. I also think he's spot on with his ID. I'd say 'Alata'.
Shoot is aureosulcta - just take a look at sun tan of young shoot on the picture, the stripes on sheaths of the same young shoot and the fuzzy texture. The last 2 pictures made things clear.
