You wrote that the mother plant is 3 inches in diameter so that narrows down the possibilities to one of the larger bamboos. For example, Phyllostachys rubromarginata would be one such possibility mentioned in that thread. The shoot in the image is a bit out of focus, but if those are red margins and not simply shadows then +1 for rubromarginata.
Note the small survival shoots that come up after taking a division may be weakly colored and lack characteristics of larger shoots that normally come up during the spring. As fresh shoots can have the most distinguishing features, you may need to observe next spring for a more confident identification.

Phyllostachys rubromarginata is a possibility but I read that Sheath auricles and oral setae are absent and I don’t know as you can see in the picture if this is the case. Or it’s too soon to tell.
