does cutting off the dead yellow stems benefit the rest of the plant?
Thank you for helping me identify the specie!

...and therefore not a clumping bamboo. It produces underground rhizomes (runners) that are spreading, and will eventually cause problems.

I doubt it will jump the rr tie wall. But you should keep an eye on it and remove any shoots where they should not be as soon as they come up. Also cut any rhizomes that are heading where you don't want them. P aurea is an aggressive runner, except where it gets frozen. Can be nice bamboo if well kept.

I thought it was a clumping bamboo because of how close the rhizomes are and there aren't any going far away. i can post more picture if needed

If a runner started as densely rooted and potted , sometimes it takes a few years for it to send the rhizomes out and away. Is it possible there is some form of barrier already installed? The P aurea is pretty distinct and easy to identify, and it looks like that to me. There may be a clumper that has similar culms, but I am not aware of it.

It doesn't have barrier around it. The patch looks like there is one big patch and a tiny(4 rhizomes) about 6 inches away from it
