Only a guess, but the shoots are same color as some 'survival shoots' that are coming up from P flexiosa roots that got dumped in my compost last month.

Culm color and node shape would fit also, especially for immature plants..

More mature flexiosa culm sheaths are darker purple, sometimes to the point of appearing black.

I believe that those shoots are actually rhizome tips which will betray and ID. They'll likely turn upward and become new culms but that color is common rhizome tip color I believe.

It's a Phyllostachys of some sort, but I would not be brave enough to make any conclusions, without seeing it's characteristics. Most bamboos have that pink coloured rhizome tip. When it starts shooting the following spring, we could be able to eliminate a few bamboos or perhaps even make a successful ID if it grows enough.

It could be Phyllostachys aurea...
... but then again, it could be practically any other Phyllo...
