Hi Everyone,
A family member of mine has this bamboo growing on his property down in VA. I'm from NY and am trying to get a proper identification to see if its possible to transplant some and get it to grow in NY.

It is a Phyllostachys of some kind, perhaps someone better at photo IDs will add more. It would probably do OK parts of NY, it depends on which "plant hardiness zone" you want to put it in. Probably good in Zone 7, maybe 6, much colder than that will be a struggle.
Probably best to wait until fall at this point to transplant, if it has begun shooting.

I am in Zone 6 in Rochester, NY. I was thinking it could possibly be Phyllostachys mannii ‘decora’, but i'm really not sure as i am recently just learning about bamboo. At least i can tell for sure it is not Yellow Groove (Which is banned in NY), so I plan on bringing some back for sure to see how it does!

It's Ph. decora. Slightly bends near the ground level, all internodes pretty much same size...

Looks like a form of Phy aureosulcata to me. Do the up rub on a newer culm, it will be rough if I'm correct and smooth if I'm wrong.

I think there may be two different types there, your original shoot photo shows a mature looking shoot that is surely a form of Aureosulcata, I admit it looks like Phy mannii Decora but I think it is not quite right for that. Your new photos looks quite different.
