My guess it is some form of varigated plioblastus, there are several types.

Probably Pleioblastus viridistriatus. That intense color in the spring is so great!

This is a vigorous spreader.

Alan, I think you are correct. My other guess would be sasaella masamuneana, although Im not sure how likely that would be.
